Governments, ministries, cities, regions and public agencies participate as programme owners, policy counterparts and, where relevant, capital. MONOLITH AXIS does not invent government support, speakers or affiliations.
Who participates
Sovereign and city participation is institutional. The counterpart is a government, a ministry, a city, a region, a public agency, a transport authority or an investment authority — not a promotional bureau seeking an audience.

Programme ownership
Sovereigns and cities may bring programmes as owners: urban, transport, energy, port, airport, digital or regional infrastructure at qualifying scale. They may also participate as policy counterparts to private projects that require public interface.
Where relevant, a sovereign or city may participate on the capital side. That role is distinct from programme ownership and is reviewed as capital.
Sovereign Vaults
A Sovereign Vault may represent a city programme, a sovereign programme or an infrastructure programme. The format is one project, one room, the right capital — not a national pavilion and not an exhibition stand.
No invented affiliation
MONOLITH AXIS does not claim government endorsement, ministerial patronage or city partnership unless that relationship exists and has been authorised for public statement. Unconfirmed support is not published.
